You can find the Boat School in Bayside Marina, in the North-West of San Andreas. This school is available when you have passed the mission Deconstruction. But you'll only be free to roam Tierra Robada, Bone County and Las Venturas after you passed the mission Yay Ka-Boom-Boom. You will get 5 challenges where you have to complete all challenges for 70% to complete the school, you can get a bronze, silver or golden medal for each challenge. For each kind of medal you will get another reward, which will spawn in the small harbor next to the school. If you complete the boat school with all bronze medals only the Marquis will spawn, if you got all silver medals a Squalo will spawn next to the Marquis and when the school is completed with all golden medals a Jetmax will join the other two boats. You will see and use the amphibian vehicle Vortex (hovercraft) for the first time, but they will only spawn throughout San Andreas after the mission Cut Throat Business.
